Transitioning to 100% online plan lodgment and re-lodgment will result in the removal of all paper submissions to enhance efficiency of registration.
How will this affect Registered Surveyors?
From 1 July 2025, all plans must have a pre-allocated plan number, and all plan documents must be lodged and re-lodged via the NSW LRS Connect workspace. Use of the NSW LRS Connect Digital Form Builder will remain optional.
Surveyors are advised that in cases where you have provided a customer with a “paper” plan for them to lodge themselves manually, after 1 July 2025, these will also need to be scanned and lodged via a NSW LRS Connect workspace.
Given most Registered Surveyors are already utilising online lodgment in NSW LRS Connect, we expect this change will have minimal impact. However, for those customers who have not yet transitioned to online plan lodgment, NSW LRS would like to make the transition as easy as possible.

Members of the public seeking to lodge a previously completed plan
From 1 July 2025, customers will only be able to lodge plans through a Registered Surveyor or Approved lodging party via NSW LRS Connect. Members of the public will need to engage their Registered Surveyor to create a workspace in LRS Connect and lodge the plan.
If a customer has a plan which was already completed and signed by a Registered Surveyor, and this was not lodged prior to 1 July 2025, there are two potential scenarios:
- Surveyor is registered and willing to create workspace: The customer can contact the Registered Surveyor and they or the Lodging Party can lodge the plan through NSW LRS Connect as normal.
- Surveyor is unregistered or unwilling to create workspace: NSW LRS Connect was upgraded in 2023 to enable Surveyors to lodge on behalf on another Surveyor for this scenario. The customer can contact another Surveyor which is going to create the workspace and they can use the “Another Surveyor” option which has detailed instructions in the NSW LRS Connect Help Centre, to enable the creation of a workspace for a plan created by another Surveyor. After the workspace is created, either the Surveyor or the Lodging Party can lodge the plan. If Requisitions are issued, the usual 9B process is followed to ensure the Surveyor is approved to attend to requisitions.
