From 1 December 2019, Section 6.15 of the Environmental Planning and Assessment Act 1979 will replace Section 109J and outline the restrictions on the issue of Subdivision Certificates.
All Subdivision Certificates within Deposited Plan and Community Plan Administration Sheets that are lodged with NSW LRS and dated on/or after 1 December 2019 must use the updated Administration Sheet that reflects this legislative change.
Subdivision Certificates dated prior to 1 December 2019 do not need to use the new Administration Sheet in order to be lodged, examined and registered by NSW LRS.

Reduce administrative requisitions with ‘smart’ Admin Sheets
Earlier this year, NSW LRS released digital ‘smart’ versions of the Admin Sheets for deposited plans, community plans, and strata plans. Smart Admin Sheets are interactive PDF documents that enable surveyors to reduce common data entry issues that lead to plan requisitions and ensure that the correct Admin Sheets are lodged.
Both the existing and the smart Admin Sheets can be lodged with NSW LRS. You can find the smart Admin Sheets on our website alongside the existing Admin Sheets on the NSW LRS website and the RG’s Guidelines.
